Uganda’s NEMA Hosts Kenyan Counterparts for Benchmarking on Environmental Licensing System
The National Environment Management Authority (NEMA), Uganda, is hosting a delegation from Kenya’s NEMA for a two-day benchmarking visit focused on the Environment Licensing and Management Information System (ELMIS).
According to Naomi Karekaho, Head of the Corporate Communications Unit at NEMA Uganda, the strategic engagement, taking place from June 17 to 18, 2025, reflects growing regional cooperation and a shared commitment to harnessing digital technologies for improved environmental governance.
The Kenyan delegation, comprising twelve senior officers from the Contract Implementation Committee and the ICT Department, is in Uganda to learn from the successful rollout and ongoing implementation of Uganda’s web-based ELMIS.
“The ELMIS is a critical innovation designed to streamline environmental licensing processes, enhance compliance monitoring, promote data transparency, and facilitate stakeholder engagement in environmental protection,” Karekaho explained.
The benchmarking visit follows a formal request by NEMA Kenya, which is currently developing a similar Integrated Environmental Information Management System.
Karekaho noted that the visit aims to help the Kenyan team gain key insights, learn from Uganda’s experience, and explore opportunities for collaboration in knowledge exchange and technology transfer.
“NEMA Uganda welcomes this partnership as a testament to the value of regional cooperation in strengthening environmental management systems across East Africa. By sharing experiences and innovations, both authorities aim to accelerate the development of efficient, transparent, and integrated digital platforms to support sustainable development and environmental protection,” she added.
She further emphasized NEMA Uganda’s commitment to innovation, transparency, and efficiency in environmental management, and expressed pride in supporting sister agencies in building strong, technology-driven environmental institutions across the region.
