Museveni Criticizes Opposition, Calls for Full Participation in Wealth Programs

President Yoweri Kaguta Museveni has urged the people of Busoga Sub-region to ensure they establish sustainable sources of income to combat poverty and create wealth.

“I’m very pleased to see progress here, as it’s essential to lift people out of poverty. In a country like this, it’s unacceptable for households to lack a source of income,” the President said.

President Museveni made the remarks during his visit to the home of Ms. Buwala Tolofisa in Kalamira Village, Northward Zone, Namutumba Town Council, Namutumba District. Ms. Tolofisa is among the beneficiaries of the Parish Development Model (PDM) program in the district.

The visit marked the beginning of the President’s four-day wealth creation and PDM performance assessment tour in the Busoga sub-region.

President Museveni stressed that his message of wealth creation dates back to the 1960s when he was still a student.

“This is something I started in the 1960s. In Ankole, we faced similar challenges. Leaders at the time only focused on the elite, neglecting the rest. Ankole was a large district, but only a handful of families had household incomes. Most homes had no source of money despite the region’s fertile land and abundant water,” he said.

The President noted that his consistent advocacy for wealth creation has borne fruit for those who followed his advice.

“I began mobilizing traditional cattle keepers in Ankole in 1966 when I was still a student. By the time Amin disrupted our efforts, we had started making progress. After 1986, we resumed, implementing programs like Bonna Bagaggawale (Prosperity for All). I have always envisioned villages where no one is left in poverty,” he added.

President Museveni criticized opposition parties for discouraging participation in government programs designed to alleviate poverty.

“For instance, NUP has been misleading people in Buganda by telling them not to accept government-provided coffee seedlings, claiming they are bad. Such negativity will lead to their downfall,” he stated.

He explained that the government introduced the PDM initiative to empower citizens by managing wealth creation funds at the parish level for greater efficiency.

“The Parish committee identifies beneficiaries, but the funds are sent directly to farmers. While there have been cases of misuse, we are taking measures to address them. Each farmer is entitled to receive the full Shs1 million,” the President assured.

President Museveni contributed Shs30 million to Ms. Tolofisa, allocating Shs12 million to buy two additional cows, Shs6 million for a motorcycle, and Shs12 million for an acre of land.

“She faces challenges with pasture due to limited land. This support will help her address that issue,” he said.

Ms. Tolofisa shared her progress, stating she received Shs1 million from the PDM fund, added Shs250,000 from her savings, and purchased a cow worth Shs1.25 million. The cow now produces 10 liters of milk daily, of which she sells eight liters to support her household.

First Deputy Prime Minister and Minister of East African Community Affairs, Rt. Hon. Rebecca Kadaga, highlighted her role as the overall coordinator of PDM in Busoga, noting its positive impact in the region.

Namutumba District Woman MP, Hon. Naigaga Mariam, also expressed appreciation for the President’s dedication to Namutumba and the Busoga sub-region.

Busiki County MP, Hon. Akamba Paul, commended the President for empowering Namutumba District through improved service delivery in health, education, and infrastructure.

“Thank you, Your Excellency, for helping our people fight poverty. We are truly grateful,” he said.

The visit was attended by the 3rd Deputy Prime Minister, Rt. Hon. Rukia Nakadama, the Minister of State for Lands, Housing and Urban Development, Hon. Persis Namuganza, and various Members of Parliament, among others.
