Tragedy in Kira as Two-Year-Old Drowns in Unfinished Swimming Pool

Officers at Kira Divisional Police have registered a case of death by drowning involving a two-year-old child in Kira Municipality, Wakiso District.

The deceased has been identified as Apio Elsie, the daughter of Oki David, a pharmacist and resident of Kira Cell, Kira Division.

According to Kampala Metropolitan Police spokesperson Racheal Kawala, preliminary findings indicate that on 16 December 2025 at about 1423 hours, the father reported the incident to police.

It is alleged that earlier that day, at around 1000 hours, Oki David took his twin children, both aged two years, to a neighbour’s compound where there is an unfinished building, and left them there to play. He later returned the children home and subsequently left the house.

About an hour later, he reportedly received a call from his wife asking about the whereabouts of one of the children. Oki rushed back home and found his wife and neighbours heading to the unfinished construction site where the children had earlier been playing.

The child was found dead, floating in a pool of water that had collected in an under-construction swimming pool.

Kawala said police were notified and the scene was examined and documented. The body was conveyed to KCCA Mortuary for postmortem, as investigations into the incident continue.

She appealed to parents, caretakers and guardians to exercise extra caution and ensure the safety of children, especially around unfinished buildings and water-filled areas.
