Three Arrested in Luwero Over Vehicle Theft, Mastermind on the Run
The Territorial Police in Luwero District have recovered a stolen vehicle and arrested three suspects believed to be part of a wider vehicle theft ring operating across central Uganda.
ASP Sam Twiineamazima, the Savannah Regional Police Spokesperson, told the press that the operation followed the theft of a motor vehicle, registration number UAV 770L, a Toyota G Touring Corolla, which was stolen on September 9, 2025, from a residence in Wobulenzi Town Council.
Acting on intelligence received on September 15, police launched a targeted operation that led to the arrest of the suspects and the recovery of the vehicle in Buwambo, Wakiso District.
The suspects in custody have been identified as: Kalyesubula David (28 years), who allegedly drove the stolen vehicle from the crime scene to Buwambo, where it was later recovered. Ssentogo Musa (28 years), who is said to have facilitated Kalyesubula’s role in the theft. Kiwanuka Geoffrey (23 years), believed to be the organizer of the theft ring responsible for selling stolen vehicles, including the recovered car.
During interrogation, the suspects reportedly confessed to stealing a white Toyota Ipsum, registration number UAN 906J, on August 11, 2025, from Katikamu Sub-county. That vehicle was sold to a mechanic in Bwaise, Kampala, and remains unrecovered.
Police investigations further revealed that the thefts were being coordinated by Kakuru Kenneth, described as the mastermind of the gang. Kakuru was released from prison earlier this year after serving a sentence for similar offences and is now wanted by police.
Twiineamazima says the suspects will undergo thorough interrogation to establish links to other unsolved vehicle theft cases within Luwero and beyond. Police have also recommended the retrieval of related case files from different stations in the district to aid ongoing investigations.
