President Museveni Directs Security of Tenure for Kasokoso-Kiganda Residents

President Yoweri Museveni has today, January 4, 2026, directed that residents of Kasokoso-Kiganda be allowed to remain on and develop their respective pieces of land, and be granted security of tenure through the issuance of individual land titles.

In a directive read by the Prime Minister, Rt. Hon. Robinah Nabanja, the President stated that the decision followed a careful review of concerns raised by residents during the Parish Development Model (PDM) tours conducted in November 2025.

The President further noted that government will ensure the Kasokoso-Kiganda area is properly planned and developed with appropriate infrastructure, including roads and social amenities such as hospitals and water supply, to serve the area’s growing population. He emphasized that no evictions of occupants should take place.

“On this occasion, I want to thank the NRM leaders, particularly Muyanja Umar, the NRM Chairperson for Kira Municipality, for bringing this issue to my attention. As you can see, we have studied the matter and acted swiftly. Our people would not have suffered this long if I had known about their plight earlier,” President Museveni said.

He added that residents had endured prolonged suffering due to repeatedly electing leaders from the opposition whom he accused of neglecting their welfare.

“The opposition groups are not concerned about prescribing solutions to poverty, illegal evictions and related challenges. Instead, they divide our people along sectarian lines of tribe, religion, gender and age. I urge you to reject these ideologically bankrupt groups and work with the NRM government to protect your legitimate interests, including secure land tenure, education for your children, immunisation for the bazukulu, access to clean and safe water, security and stability, and good roads,” he said.

The President also encouraged residents to take advantage of government wealth creation programmes such as the Parish Development Model (PDM) and Emyooga to generate income and jobs at the household level.

“Economic empowerment of households is key to building stable and prosperous families. I wish the people of Kasokoso-Kiganda a happy and prosperous New Year 2026,” he said.
