President Museveni Appoints Arthur Mugyenyi as New ISO Director General
President of the Republic of Uganda, Gen. (Rtd) Yoweri Kaguta Museveni, has appointed Mr. Arthur Mugyenyi as the new Director General of the Internal Security Organization (ISO).
Mr. Mugyenyi, who previously served as the Deputy Director General of ISO, has a long history in Uganda’s intelligence and security sector. He is known for his expertise in counterintelligence and national security strategy. His appointment follows the passing of Brig. Gen. Charles Oluka, who died on 29th January 2025 after leading ISO since 2021.
The President has also appointed Mr. Tony Kinyera Apecu as the Deputy Director General of ISO, replacing Col. Emma Katabazi.
Meanwhile, Col. Emma Katabazi, the outgoing Deputy Director General of ISO, has been transferred to the Ministry of Foreign Affairs. Col. Katabazi has served in Uganda’s security agencies for years and has played a pivotal role in shaping ISO’s intelligence framework.
These appointments come at a time when Uganda’s security landscape faces evolving threats, and the government seeks to strengthen its intelligence structures to address national and regional security challenges.
