Police Nab Kisoro Teachers in Connection with PLE Exam Leak

Police in Kisoro District have arrested two teachers in connection with alleged Primary Leaving Examination (PLE) malpractice.

The suspects are Bernard Katabire, 41, a teacher at Real Quality Primary School, and Samuel Baker Munyantari, 52, the head teacher of Seseme Primary School, both in Kisoro District. The arrests were made on Monday afternoon, November 3, 2025, at Seseme Primary School.

According to ASP Elly Maate, Kigezi Regional Police Spokesperson, the incident occurred while Katabire was deployed as an invigilator at Seseme Girls Primary School. Around 1:00 p.m., George Kisakye, a UNEB scout, entered room 4 where Katabire was stationed and became suspicious after noticing several papers in his possession.

Upon requesting the papers, Kisakye discovered a photocopied answer sheet containing solutions for questions 31 and 32 of the Mathematics exam. He immediately reported the matter to the head teacher, who then informed a police officer present at the school. Both Katabire and Munyantari were arrested for questioning.

Maate said investigations are ongoing to determine the full extent of the malpractice.
