Minister Alice Kaboyo launches the final phase of the Luwero District Administration Block construction.
It should be noted that this project was initiated and lobbied by the Minister, who forwarded the proposal to the President. The President welcomed the idea, and through the Office of the Prime Minister, the Minister secured over shs 6.1 billion to facilitate the smooth implementation of the construction works under the supervision of the National Enterprise Corporation (NEC).
The district has for many years operated from offices that were donated by the President in 1994. The upcoming modern administration block therefore comes at a critical time when additional and more spacious offices are needed to support the district’s expanding administrative demands.
Minister Kaboyo expressed gratitude to everyone who has contributed to the progress of the project. While acknowledging some delays, she emphasized that this is the final phase of construction and assured the public that the facilities will be put to use as soon as they are completed.
She also commended the LC5 Chairperson Erasto Kibirango for his respect and cooperation with fellow leaders, noting that even though he belongs to a different political party, he remains a hardworking and exemplary gentleman. In addition, she appreciated the Chief Administrative Officer (CAO) and other district staff for serving the district diligently and without positioning themselves as adversaries to the government.
Minister Kaboyo encouraged Hon. Erasto Kibirango and Afande Hadson Mukasa to continue prioritizing the construction works, and further invited Hon. Erasto to consider joining the NRM so that he can serve the district with even greater commitment.
She highlighted that the government has established over 500 small and large enterprises aimed at improving the livelihoods of people in Luwero. She challenged the community to take advantage of these opportunities for their personal and economic development.
According to the Minister, Luwero is blessed, with many of its sons and daughters now serving in high-level offices across the country—a sign of the district’s growing contribution to national leadership.
Responding to Hon. Erasto Kibirango’s request for an additional project for Luwero, she asked residents to remain patient, assuring them that the project is under careful planning and will play a significant role in the district’s recovery, particularly for those who lost property during the liberation war.
The Minister also urged the people of Luwero to mobilize strongly for President Yoweri Museveni, ensuring overwhelming support so that the region does not disappoint the President, who holds deep confidence in Luwero.
She further appealed to NRM members to end internal conflicts and work together to overcome the party’s opponents by supporting NRM flag bearers at all leadership levels. This unity, she emphasized, is essential for sustaining development in the region.
The Area Chairperson (LC1) reported that there are increasing conflicts among the youth in Luwero, with many engaging in fights among themselves. He noted that this growing tension has discouraged young people from participating in political party activities. He called for strengthened teamwork and collaboration among all stakeholders and community bodies in Luwero to restore unity.
Eng. Buhanda Brian from NEC gave an overview of the construction works for the new Luwero District Administration Block. He expressed appreciation to the Minister and the Government for giving NEC the opportunity to serve the country through this project. He further noted that their goal is to have the building completed and ready for handover to the district by the time the President is sworn in.
Luwero Chief Administrative Officer (CAO) Asaba Innocent Birekeyaho thanked the President for the financial support toward the project, noting that construction had faced delays due to limited resources. He commended Hon. Alice Kaboyo for stepping in during the critical period of delay and successfully securing 6.1 billion shillings of the 6.7 billion shillings required to complete the block.
The CAO presented an overview of the project budget, totaling 6,713,659,961 shillings, and provided a breakdown of the funding
received in each phase since the project commenced:
• 2017–2018: 99,735,960 shillings
• 2018–2019: 67,948,530 shillings
• 2019–2020: 75,910,186 shillings
• 2020–2021: 264,993,843 shillings
• 2021–2022: 913,231,500 shillings
• 2022–2023 (final phase): 500,286,187 shillings
He noted that, to date, a total of 2,084,836,469 shillings has been spent on the construction. He also commended the Minister for her continued efforts in ensuring the success of development projects within the Luwero region. He highlighted her role in securing funds for the construction of schools, veterans’ houses, the renovation of various infrastructure, and the ongoing construction of the district hospital.
During the launch, Minister Alice Kaboyo handed over iron sheets to different beneficiaries including:
