Kabale Man Arrested for Defiling 13 year old child
Police in Kabale have arrested a man and his sister on charges of aggravated defilement and aggravated trafficking.
The suspects have been identified as A1 – Tumanye Steven, 33 years old, a businessman from Kashamunyoro village, Kitumba sub-county in Kabale District, and A2 – Ahimbisibwe Judith, 41 years old, a resident of Rwakashende village, Kyanamira sub-county in Kabale District.
The victim is a 13-year-old girl, a pupil at Kicumbi Primary School, and a resident of Nyamarindira village, Kamuganguzi sub-county in Kabale District.
It is alleged that on 12/08/2024, at about 1200 hours, Tumanye went to Nyamarindira village, Kamuganguzi sub-county in Kabale District, looking for workers. He met the victim at her parents’ home and convinced her to work as a maid, promising her a good monthly salary. The victim accepted and was trafficked to suspect A2’s village without informing her parents.
Upon arrival in Rwakashende village, Tumanye explained the scope of work to the victim before handing her over to his sister, Ahimbisibwe, to house her. However, on 13/08/2024, suspect A1 went to A2’s home in Rwakashende, where he found the child in the bedroom and defiled her, promising to increase her monthly salary and later marry her.
It is alleged that suspect A1’s sister was not in the house, when the incident occurred. Afterward, he returned to his home in Kashamunyoro village. On 15/08/2024, the suspect returned to Rwakashende at about 1400 hours, found the victim home alone, convinced her to enter the house, and defiled her again.
A similar incident happened on 19/08/2024, after which the suspect took the girl to Rwakashende trading centre to buy local brew (omuramba). However, locals questioned him about the child, wondering if he had married her, but he claimed she was his biological daughter.
Unconvinced, the residents called the area chairman, who then alerted the police.
Elly Maate, the PRO of Kigezi Police Region, said that when the child was interviewed, she recounted the story, including the multiple incidents of defilement, leading to the suspects’ arrest.
Officers led by D/SP Mukama Hakim (District CID officer), SOCO, and other SGBV detectives examined the scene, took statements from witnesses, and took the suspects into police custody.
