IGP Suspends Licenses for 39 Private Security Companies

Inspector General of Uganda Police Force Martins Okoth Ochola has taken the decision to halt the operating licenses for 39 Private Security Companies (PSOs).

These companies have been found to be non-compliant with the necessary conditions required for license renewal as stipulated in Regulation 14(d) of the Police (Control of Private Security Organisations) Regulations 2013.

CP Polly Namaye, Deputy Police Spokesperson says that several conditions were outlined for the renewal of licenses, which included the presentation of an NSSF certificate of clearance, evidence of payment of gun licensing fees or gun rental fees, and proof of annual inspection of the company.

However, these PSOs failed to fulfill some or all of these conditions during the previous year, 2022.

A detailed list of the affected companies has been made available at all Police Stations and Regional Police headquarters.

Also, the Inspector General has directed all Regional Police Commanders to take necessary action and ensure that these companies immediately cease their operations.

A team of officers from the Private Security and Firearms department has been tasked with withdrawing and recovering firearms from the respective PSOs.

The Uganda Police Force has reported receiving numerous requests for the reinstatement of licenses from the affected PSOs. However, the decision to reinstate their licenses will be contingent upon their ability to fulfill the necessary conditions for renewal.

Recognizing the need for standardization and adherence to guidelines, the Directorate of Operations has developed Standard Operating Procedures (SOPs) that apply to all Private Security Companies. Each PSO has been provided with a copy of these SOPs, emphasizing the importance of compliance.

It has been mandated that all Private Security Guards undergo mandatory training based on a standardized curriculum. The deployment of security guards will be dependent on the successful completion of this training program.

“The Directorate of Operations has developed Standard Operating Procedures for all Private Security Companies. Each PSO has been supplied a copy of the SOPs for compliance. Important to note is that each Private Security Guard shall receive mandatory training based on a standard training curriculum. Deployment of security guards shall depend on their successful accomplishment of this mandatory training,” Namaye noted.
